2010 Special Rule Changes

For Major and Minor Divisions:

1b. After a pitch has been delivered and the catcher has the ball in his/er possession, all base runners must return immediately to the base occupied at the time of the pitch, have already advanced to the next base or break for the next succeeding base. "Dancing" off the base is not acceptable and only serves to slow the game.  Violation of this rule will result in the runner being declared out.

Comments: In “a catcher’s possession” can be a result of catching the ball on the fly, picking the ball up of the ground near the plate, or retrieving the ball at the backstop. It matters not. “Dancing” does not require motion. Being off the base and pausing for more than a moment, constitutes “dancing”. The length of a “moment” is determine by judgment of the umpire. If in the judgment of the umpire the time period the runner is off the base is more than can be explained by a runner’s indecision, then the runner is “dancing”. Runners pausing in an attempt to “time a throw” are “dancing”.

For Junior and Novice Divisions:

3e. Runner's Base Position Determined When Ball Dead: The runner's base position shall be determined by the umpire(s) at the time the ball is declared dead. To be awarded the next base, a runner must have progressed more than one-half of the way to that base when time is called. One-half hash marks will be constructed between bases to help the umpire.

For Junior Division:

4e (2). When a ball is in the field of play and is successfully controlled by an infield player in the infield, then that player may call TIME to stop play. However, the player is NOT forced to call time but may continue and make a play on any runner. When time is called, runners having advanced beyond the half (½) way point will be awarded the next base, providing this does not force a lead runner beyond the base he/she should be awarded. The batter/runner will be awarded first base if time is called in lieu of making a play.

Comment: Infield means on the dirt surface in fair territory.

4f. Ball Dead Inside Pitcher's Circle: The ball is dead and time is automatically called when any defensive player has control of the ball within the pitching circle.

For Novice Division:

5d. Ball Dead Inside Pitcher's Circle: The ball is dead and time is automatically called when any defensive player has control of the ball within the pitching circle.
